Our office is in Penela, south west of Coimbra.
Regarding your proposed installing of under floor heating. Is the house old or new?
If it’s an old house the most important thing is to get good levels of insulation in below the heating elements. This could mean digging up the floor or raising the existing floor by 100mm. Can you do this in your house?
If it’s a new build it “should” have the correct amount of insulation in the floor. It probably wont.
Another thing to look out for is the type of tubes used to make the under floor piping grid. As which product you builder is going to use and look up the manufacturer on the internet. Contact them and ask if they recommend that product for under floor heating systems.
Zones, have you thought about how many individual heating zones that you want. These can be single rooms or multiple rooms that get warm at the same time. This must be thought about before the installation. I do know of an Arab gentleman who has the  marble drive to his house heated. I hope you’re not going that far with the zones!
The type of boiler (Gas or Oil) is almost immaterial as they seem to be pretty even on running costs. The oil boilers do require servicing a little more often than Gas. Condensing boilers are  normally the most efficient type.
Under floor heating takes a lot of heat to raise the temperature in a home. This is why you need very good insulation in the floor. I am fitting it to my new home during the build.

Climate scientists have predicted that 2009 is set to be one of the five warmest years on record.

The average global temperature for 2009 is expected to be more than 0.4C above the long term average, the Met Office and University of East Anglia researchers said.

Currently the warmest year on record is 1998, which saw average temperatures of 14.52C - well above the 1961 to 1990 long-term average of 14C.
